Introduction to the Self Remediation Terms Developer's Remediation Programme

29 Apr 2026

Dear Residents,

Welcome to our Residents’ Communication Portal, which has been designed for the use of Leaseholder’s and Residents. The portal provides access to a centralised platform, where remediation updates and important information regarding your building can be found.

Bellway’s Building Safety Division, which is responsible for building safety remediation entered into the Self Remediation Terms (SRT) with government – the Ministry of Housing, Communities and Local Government (MHCLG).

The SRT contract includes a register of developments in excess of 11m that we have committed to remediate where the development meets the criteria of a building requiring work.  Enfield Central, New River House, has been transferred from the Building Safety Fund (BSF) to the SRT Developer funded remediation programme. The move is designed to:

·         Streamline remediation

·         Increase scope to cover a broader scope of life-critical defect

·         Accelerate remediation works

·         Protect leaseholders from costs

The SRT requires Bellway to obtain and submit to MHCLG a Fire Risk Assessment External Wall (FRAEW PAS 9980) and a Fire Safety Assessment (FSA). Essentially the FRAEW relates to the external fabric of a building and the FSA relates to the internal fabric. These assessments ascertain the level of risk across each block; any assessment whose risk is in excess of ‘tolerable’ will require a level of remediation as they do not meet the minimum standard set by MHCLG.

We recognise that an FRAEW to address the external façade has already been undertaken, Bellway have since requested this for review and received approval from the Independent Fire Engineer, who is happy to proceed with the current FRAEW to avoid arranging further intrusive surveys and to prevent further delay. However, we are still obligated to undertake FSA and Fire Doors surveys, which were completed across the development w/c 20th April. We anticipate receiving the reports from the independent fire engineer within an 8-week period after the site visits. Bellway will then schedule an internal review to assess the findings and agree the scope of works.

Once we have a clearer understanding of the ultimate outcome of the reports we will be able to provide further details on timescales. We appreciate that this may be disappointing, but please be assured that:

· the building remains on our remediation programme, and

· the plan for remediation will be shared with the Responsible Entity for the buildings once the appraisal and internal review process are complete.

We understand the frustration and anxiety the impact of remediation can have on residents, particularly those whose property sales have been affected. To help assist with the sale of your property, we have provided a letter of comfort which can be passed to lenders/buyers to provide assurance of Bellway’s commitments under the SRT and to provide reassurance that fire risk assessments and remedial works conducted will be carried out by Bellway at no cost to Leaseholders. Copies of this letter can be requested from HAUS Block Management.

Bellway remains committed to engaging constructively with residents and their representatives, providing updates as the remediation programme progresses, and ensuring that works are delivered as efficiently and sensitively as possible.

Kind regards,

Bellway's Building Safety Team
